Enrollment Decline Prompts District Review
The Juneau School District faces a significant enrollment decline, with estimates projecting a loss of nearly one-sixth of its students in the next five years. This decrease, reported by the district administration to the Juneau School Board’s facilities committee, equates to approximately 600 fewer students by 2030.
Contributing Factors: Birth Rates and Outmigration
Superintendent Shawn Arnold attributed the ongoing enrollment decline to lower birth rates and increased student outmigration from the district. These trends have presented ongoing challenges for the district’s schools and prompted evaluation of current education models and facility use.
Pilot Program Proposal for Grade Restructuring
In response to the decline, the school board has asked the district to consider a pilot program focused on grade restructuring within elementary schools. One of the options presented involves designating two elementary schools for specific grade bands: one would serve only preschool through third grade, while the other would teach fourth through sixth grade students.
Superintendent Arnold noted that the restructuring model could move away from multi-grade classrooms by grouping multiple classes of a single grade in one school. This, he explained, could support more robust teacher collaboration and avoid teachers working in isolation without peer support, a concern at some smaller schools.
Schools Identified for Possible Pilot
Arnold shared that the district is considering piloting the new grade structure at Sit’ Eeti’ Shaanax – Glacier Valley Elementary and Mendenhall River Community School. However, the facilities committee did not have time in its recent meeting to discuss these plans in detail.
Impact on Classroom Staffing and Assignments
The district has already felt the effects of declining enrollment, with four elementary school teaching positions eliminated earlier this year. This staffing change led to adjustments in classroom assignments and required at least one teacher to transfer schools mid-year, underscoring the ongoing operational impacts of lower student numbers.
Facilities Study and Transportation Considerations
In addition to the pilot program, the district is conducting a school facilities study to assess the current utilization rates at each elementary school. Superintendent Arnold emphasized that discussions are in the early stages and that final decisions will rest with the school board. He also noted that transportation options would be evaluated as part of any plan to minimize the disruption to families and staff.
Next Steps for the District
The Juneau School Board is set to meet on October 27 to continue these discussions, and the next facilities committee meeting will take place on November 3 via Zoom. As plans evolve, the district’s leadership is focused on developing a roadmap that best supports students and staff amid ongoing enrollment challenges.
